#1331: Previously installed packages are being pulled into merge unnecessarily

I have a few live packages from the kde repository (https://github.com
/gentoo-mirror/kde) installed on my system. These packages are being
pulled in whenever they are hit by the resolver, even with the options,
 {{{ -Rn -Kp -kp }}}.

I have tried pulling these in through a set in the world file, by placing
them in the world file directly, and even creating a meta-ebuild to pull
them in. All of these have produced the same results.

I am attaching the output of {{{ sudo cave resolve kde-
base/kde5-essentials -Rn -Kp -kp --dump }}} and the {{{ kde-
 base/kde5-essentials-9999.ebuild }}} meta-package that I made. The only
other non-standard thing that I can think of on my system is a hook that
converts package.mask directories (which the kde repository has) into a
file. I will attach this as well.
