#1256: cave resolve: no fallback if /dev/pts not mounted

I just ran into a nasty situation (on gentoo):

After an update from openrc-0.10.5 to 0.11.0 /dev/pts was not mounted. The
reasons are unknown and not subject here.

The problem: I could not downgrade using 'cave resolve' because /dev/pts
was missing. So, cave resolve is non functional then.

Luckily, 'emerge' was still functional on my system.

I propagate this issue because this is quite a vulnerable thing.
