 If you've enabled rebuilding -scm dependents, and an -scm package is not a
 target, and it doesn't have any new revisions in the repository (or the
 exheres specifies a fixed revision), and none of its options or
 dependencies have changed, it should be skipped. Or at least, there should
 be a flag to enable skipping it.
