Would it be ok to require that the whitelist command be run in
pkg_setup or pkg_preinst? Otherwise binaries involve lots of messing
around.

Also:

$ cave print-ids -m '*/*::installed' -f '=%F\n' | xargs -n1 cave \
    print-id-contents | cut -d/ -f2 | sort -u
bin
etc
lib
lib64
opt
run
sbin
usr
var

Might be worth looking for offenders.
