[Exherbo-dev] udev 160 and baselayout 1 support

If you use baselayout and update udev you will note a few things.
Your network interfaces will no longer automatically come up.  If you
wish to keep that, you should explicitly add that to the default
runlevel (e.g. rc-update add net.wlan0).

Support for static dev tarballs have also been removed as that should
not really be necessary anymore.

All these changes bring udev more inline with what upstream ships.  A
few of the init scripts have been entirely removed, but as they are
under config protect, they will not be removed, so do have a look and
remove those.
