That isn't exactly correct.
The article was correct when it was published, but a lot of things 
changed since then.
Most important is that ATI released the Microcode[1] a year ago.
That improved things a lot and since then the open source driver – at 
least for my card, which is a X200M, just like yours – was pretty much 
es fast as the closed source driver, also all of the graphic errors went 
The difference considering 3D for the X200M wasn't really big since then.

Most of the problems with the open source driver should be gone these 
days, for the X200M.
The only things that are missing are Powerplay (WIP) und some Video 
stuff (XvMC) and of course some stuff like Gallium support and Kernel 
Mode Settungs, which are WIP, too.

In addition, you get rid of a lot of problems the closed source driver 
has and can experience some of the advantages of open source drivers 
(early X.org adaption, RandR 1.2, OOTB functionality and soon stuff like 
KMS etc.).
