[paludis-user] MAKEOPTS too high?

so MAKEOPTS should be changed only if it's being built with USE=python, 
then.... because I agree with David Pyke, this is quite annoying... I've got 
2GB RAM and if >1GB is used it sets MAKEOPTS to -j1... unnecessarily
