[paludis-user] Bug in --continue-on-failure if-independent?

I'm currently seeing strange behaviour with the above option switched on in 
version 0.26.1 (excerpt):

* x11-apps/xinit-1.0.8-r3:0::gentoo: failure
* mail-filter/bogofilter-1.1.7:0::gentoo: skipped (dependent 
upon 'x11-apps/xinit-1.0.8-r3:0::gentoo')
* net-fs/autofs-5.0.3-r5:0::gentoo: skipped (dependent 
upon 'x11-apps/xinit-1.0.8-r3:0::gentoo')
* net-fs/nfs-utils-1.1.2-r1:0::gentoo: skipped (dependent 
upon 'x11-apps/xinit-1.0.8-r3:0::gentoo')
* x11-terms/rxvt-unicode-9.02-r1:0::gentoo: skipped (dependent 
upon 'x11-apps/xinit-1.0.8-r3:0::gentoo')
* x11-wm/fvwm-2.5.25:0::gentoo: skipped (dependent 
upon 'x11-apps/xinit-1.0.8-r3:0::gentoo')

However, none of the listed dependent packages really depend on xinit, for 

# paludis -ip fvwm
Building target list...
Building dependency list...

These packages will be installed:

* x11-wm/fvwm [U 2.5.21 -> 2.5.25] <target>
    -bidi -debug doc+ -gtk imlib nls perl png readline -rplay -stroke 
svg+ -tk truetype -vanilla+ -xinerama

Total: 1 package (1 upgrade)

Should I file a bug report?
